None-the-less, no matter what I do, windows firewall will not start. The only thing close to an antivirus that I have is Microsoft Security Essentials, which never turned firewall off, or at least not incorrectly. I've had no reports of any form of infection recently (or ever, really) so I'm fairly certain that's not the issue.

  • Access error while trying to start a windows service (Firewall, DHCP, DIagnostics Policy)
  • Unable to reach your machine from another one (either ping).
  • Unable to start Windows Firewall. Error code 0x80070005
  • Windows Firewall Snap-in error code: 0x6D9
  • Unable to allow “Remote assistance” in Windows Firewall
  • Unable to allow “File and Print Sharing” in Windows Firewall
  • Event Viewer – System – Error: Windows Firewall service terminated with service specific error Access is denied.
  • Trying to start “Windows Firewall” service from the service snap-in give error “Code 5, access error”.
  • Trying this would not work: http://support.microsoft.com/kb/943996 either the Fixit or manually. 0x80070005 (Code 5, access error)

How to identify the source of the bug:

  1. Download and run “Process Monitor”.
  2. Add filters:
    • Image path contains 'svchost' then Include.
    • Result contains 'access'.
  3. Try to start the firewall - it will show you cause - the access error on the registry key (e.g. 'HKLMSYSTEMCurrentControlSetservicesSharedAccess').

How to identify if the solution can fix your problem:

Add permission: add user ‘Everyone’ and give it ‘Full Control’. Retry, it should work… Remove the user ‘Everyone’ which is not the right way to solve the problem.

The problem probably lie in the fact that you are missing another permission on every “Epoch” key under “HKEY_LOCAL_MACHINESYSTEMCurrentControlSetservicesSharedAccess”.

Solution:

The solution had been tested for the firewall but should probably could be applied to other services. See “Identify the source of the bug” to identify if it apply to your service and what registry key you need to modify.

This solution apply at least for the Windows Firewall service:

  1. Open regedit and navigate to 'HKEY_LOCAL_MACHINESYSTEMCurrentControlSetservicesSharedAccess'.
  2. Add Permissions (Query Value and Set Value) to all Epoch keys for user MpsSvc:
    1. Right click 'Epoch?' and select Permissins.. (where ? is either nothing or 2 or 3 or …).
    2. Press Add..
    3. Press Locations.., select current machine (first one usually) and confirm.
    4. Write user NT SERVICEmpssvc, press Check Names and confirm (this step could be problematic because this system user is 'hidden').
    5. Check “Allow” “Full Control” (it is temporary in order to set advanced permissions).
    6. Press Advanced, select “MpsSvc” and press Edit.
    7. Press Show advanced permissions and check only “Query Value” and “Set Value”.
    8. Press OK to accept, press OK to accept again, press OK to accept again.
    9. Do that for all “Epoch” entries.

I've been unable to start my Windows Firewall service for a while now. How can I get it to start?

When I try through the Services manager (services.msc) I get this error:

I have even reset the security on the service to what it should be after building the OS by following these instructions:

Part 1: Creating the policy template.

Error
  1. Open a command prompt.
  2. Run mmc.exe.
  3. File menu > Add/remove snap-in > Security Templates > Add button > OK button.
  4. Right-click on the Security Templates > New Template Search Path > Select C:WindowsSecurityTemplates as the destination.
  5. Right-click the C:WindowsSecurityTemplates directory > New Template > specify the name as Server 2008 Firewall > OK button.
  6. Expand the Server 2008 Firewall node > click on the System Services node.
  7. Right-click the Windows Firewall service > Properties.
  8. Put a check in the 'Define this policy' checkbox.
  9. Select the Automatic radio button.
  10. Select the Edit Security button.
  11. Ensure the following entries are listed. If they aren't, then add them:
    • SYSTEM: Full Control
    • Administrators: Full Control
    • INTERACTIVE: Read
  12. Click OK, and OK again to close the Windows Firewall Properties dialog window.
  13. Right-click on the Server 2008 Firewall node again on the left-hand side, and choose Save.

Part 2: Applying the template security.

  1. In the same mmc, select the File manu > Add/remove snap-in > Security and Configuration Analysis > Add button > OK button.
  2. Right-click the Security Configuration Node > Open Databse (think of this as Create Database).
  3. Specify a database name > Open button.
  4. In the Template window, open the C:WindowsSecurityTemplatesServer 2008 Firewall.inf.
  5. Right-click on the Security Configuration node > Configure Computer Now.

Well, as no-one has (can?) answer this - I'll post what I did to work around the issue.

Restored to an image I took just over a year ago. Problem solved, kinda.

This may be caused because the “NT ServiceMpsSvc” account does not have adequate permissions on the following registry key:HKEY_LOCAL_MACHINESYSTEMCurrentControlSetServicesSharedAccess

Detailed solution:

  • Browse to the key in Registry Editor (as administrator).
  • Right click SharedAccess, and click Permissions.
  • Click Add.
  • In the “Enter the object names to select” field,type NT SERVICEmpssvc (case-insensitive).
  • Then click Check Names. The name should change to MpsSvc.
  • Click OK.
  • Select “Full Control” in the “Allow” column.
  • Click OK.

I encountered this problem on Server 2012 R2 today,and got the above fix from a thread on Microsoft Community. It worked like a charm for me.
